Job Description

Major Responsibilities:

Reporting to the Director of Healthy Communities, this position will manage the implementation of the Toronto Indigenous Health Strategy at Toronto Public Health (TPH), ensuring the effective integration and coordination of culturally safe Indigenous public health programs and services. The position will work across directorates and divisions and with Indigenous partners in the community, to improve TPH’s capacity to effectively address and influence Indigenous social determinants of health.

  • Demonstrates professionalism and political acumen in providing expertise and strategic advice to the TPH Senior Management Team (SMT) regarding the implementation of the Toronto Indigenous Health Strategy (TIHS).
  • Advises TPH of actual and/or anticipated issues with TIHS implementation. Acts as a resource for TPH to identify and act on current and anticipated Indigenous health equity issues/needs with a focus on producing increased health equity outcomes.
  • Anticipates high-profile health equity issues impacting Toronto’s Indigenous communities in the media or political domain and recommends appropriate responses.
  • Ensures that project expenditures are controlled and maintained within approved budget limitations.
  • Provides expert strategic guidance in the implementation of TIHS operating principles across TPH programs and services, ensuring that they are responsive to the needs of Toronto Indigenous communities. Identifies opportunities and provides advice to support the integration of Indigenous cultural safety within TPH programs and services.
  • Works across directorates and divisions and with Indigenous partners on TIHS implementation, monitoring and evaluation.
  • Advises TPH on the development and implementation of an engagement strategy with Toronto's diverse Indigenous community.
  • Develops/brokers new and maintains current strategic partnerships between TPH, Indigenous organizations, Indigenous leaders/governance and others to advance Indigenous health equity in Toronto.
  • Provides guidance on conducting and taking action on health equity impact assessments as they relate to public health services to Indigenous communities.
  • Identifies research opportunities and funding sources that support the implementation of the Toronto Indigenous Health Strategy, prepares and submits grant applications.
  • Prepares reports for management staff as well as the Board of Health.
  • Deals with confidential and sensitive information affecting TPH operations, assets and resources. 
  • Develops presentations, briefings, and speaking notes.
  • Represents TPH at corporate, intergovernmental, multi-sectoral and public meetings on Indigenous health issues.

Key Qualifications:

  1. A Master’s degree in a related discipline such as health, or policy or the equivalent combination of education and extensive experience.
  2. Lived experience as an Indigenous person.
  3. Considerable experience with health equity policy, anti-oppression and Indigenous social determinants of health that may include training with Indigenous Knowledge Keepers and Elders.
  4. Considerable experience with Indigenous policy review and development.
  5. Experience leading change management and organizational change strategies.
  6. Considerable experience in Project Management.
  7. Ability to operate as a highly organized, fully accountable project leader, and self-directed member of a staff team.
  8. Highly developed communication, presentation, and human relations skills with the ability to communicate persuasively and effectively at both the community level and at all organizational levels.  
  9. Excellent ability to work within multidisciplinary public health teams.
  10. Knowledge of collective agreements, guidelines, policies, procedures, and relevant legislation, including the Employment Standards Act, and Occupational Health and Safety Act.
  1. Willingness and ability to work flexible hours, including evenings and weekends.
