The Homeowner Protection Office, a branch of BC Housing, is responsible for licensing residential builders and building envelope renovators, administering owner builder authorizations, and carrying out research and education which benefits the residential construction industry and consumers. These responsibilities help bring about improvements in the quality of residential construction in B.C. and helps strengthen consumer protection for buyers of new homes.

Policy Analyst

(Short-Term/Full-Time - Approximately One Year)

POSITION SUMMARY:

Under the direction of the Deputy Registrar, Registration & Consumer Services the Policy Analyst is responsible for conducting policy and financial analyses, making recommendation on policy alternatives, researching specific topics, preparing reports, conducting stakeholder consultations, and working with legal and other representatives to draft changes to legislation.

 

QUALIFICATIONS:

  • Bachelor degree in public policy/law, business administration or other relevant discipline.

  • One to two years directly related experience
  • A suitable combination of education, training and experience may be considered by the employer.

 

REQUIRED KNOWLEDGE AND SKILLS:

  • Knowledge of policy analysis and research analytical theories, and data collection and analysis techniques, standards and methods

  • Understanding of the processes in BC for the development and implementation of policies, regulations and legislation.

  • Ability to perform policy/program/service evaluations, think outside of the box to formulate creative and realistic alternatives, develop options and make sound recommendations.

  • Strong information seeking skills, including using research, environmental scanning, and questioning techniques to develop deep understanding.

  • Strong ability to interpret legislation, regulations, policies and other information sources.

  • Strong ability to investigate, analyze, problem solve and use judgment to resolve issues.

  • Ability to analyze, interpret and communicate policy impacts.

  • Strong ability to commit ideas and information to writing clearly and succinctly

  • Good presentation skills

  • Ability to develop on-going relationships with stakeholders, and build consensus on policy among individuals with different viewpoints.

  • Excellent computer skills including a strong knowledge of MS Word, Excel and Powerpoint and the ability to manoeuvre between applications with ease.

  • Ability to plan, meet deadlines and adapt to changing priorities in order to manage a number of projects without compromising quality of work.

  • Ability to work with a high degree of accuracy, consistency and attention to detail.

  • Ability to work independently as well as function effectively as part of a team
