Bring your leadership skills and your payroll expertise to this Team Leader, Payroll position in Ottawa.
 
As a key member of the Total Rewards Team, you will lead, manage and direct the Corporation's payroll function and team to ensure accurate and efficient interpretation, application, administration and implementation of corporate policies and legislation affecting the determination of pay and benefit entitlements for all employees and retirees.

How You Will Be Contributing 
  • Providing expertise and guidance on an ongoing basis to assist all levels of CMHC on the interpretation of all applicable legislation, administration and implementation of corporate policies affecting pay and benefits.
  • Providing specialist expertise and guidance on the interpretation of legislation, regulations, and policies governing the Corporation’s payroll by providing policy interpretation, guidance and advice to resolve unusual, sensitive, and/or precedent-setting situations;. 
  • Preparing and completing reports, statements and summaries related to all payroll accounts including third-party related disbursements; reconciliation and issuance of summaries related to Income Tax Act and Fringe Benefit Dependency budget.
  • Managing high volume and competing HR transactional priorities while delivering results.
  • Actively participating in the review and development of HR process improvements within system initiatives, Corporate HR compensation policies and programs and in the implementation and delivery of these initiatives.
  • Looking for continuous improvement opportunities related to the effectiveness and efficiencies in payroll and keeping abreast of best practices and bringing them forward for consideration.
  • Leading payroll services optimization projects contained within the HR Shared Services with a direction to aligning outcomes to a broader HR Function/strategic directions.
  • Monitoring, coordinating, and negotiating with external service providers.
  • Ensuring efficient operations and optimization of processes between the internal team and third party service providers.
  • Supervising a team and providing day to day guidance and coaching, managing performance, supporting training and development opportunities.

What We Are Looking For

  • A commitment to demonstrating CMHC values

  • University degree in a field related to human resources management (e.g. business administration, industrial relations, commerce, etc.) with a minimum of 5 years related experience OR an equivalent combination of related education and experience;

  • Minimum of three years of supervisory experience;

  • A certificate in Payroll Administration.

  • Accreditation in the Canadian Payroll Association program and Canadian Payroll Association certification Level 1 or 2 would be assets.

  • Broad knowledge and understanding of Human Resources Management policies, practices, theories, concepts and systems;

  • Knowledge and understanding of law and regulations, legislative issues and industry trends relating to Human Resources;

  • In depth knowledge and understanding of compensation practices, with emphasis on payroll administration and process mapping;

  • Quantitative/qualitative analytical abilities and problem solving skills;

  • Strong interpersonal skills (tact, diplomacy, judgement);

  • Strong communication skills (written and oral), including the ability to speak and write clearly and succinctly in a variety of settings and styles to a variety of stakeholders;

  • Demonstrated ability to lead teams, including the ability to provide coaching and feedback;

  • Demonstrated proficiency in the use of Microsoft Office (Advanced proficiency in Excel, Intermediate proficiency in Word and PowerPoint).

  • Familiarity with third party payroll systems and financial general ledger systems;

  • Focuses efforts on maximizing quality and consistently improving the standard of products and services in order to meet or exceed client needs.

  • Experience researching best practices on payroll matters.
